Der IHK-Gründungsreport gibt einen kompakten Überblick über das Gründungsgeschehen in Mittelfranken. Er bietet Interessierten, Gründenden, Gründungsberatenden sowie politischen Entscheidungsträgerinnen und -trägern einen Überblick rund um das Thema Existenzgründung in Mittelfranken.

Die Grundlage bilden die Statistiken der Gewerbeanzeigen in Bayern 2013 bis 2022 des Bayerischen Landesamts für Statistik und Datenverarbeitung in Fürth. Als wesentlicher Indikator des IHK-Gründungsreports wird der Gründungssaldo verwendet, vereinfacht ermittelt durch Abzug der Gewerbeabmeldungen von den Gewerbeanmeldungen. Unberücksichtigt bleiben die Gründungen und Geschäftsaufgaben in den Freien Berufen.

Absolut betrachtet zeigt Mittelfranken in den letzten zehn Jahren eine positive Entwicklung des Gründungsgeschehens. Insgesamt meldeten in den Jahren 2013 bis 2022 genau 157 337 Gründer ein Gewerbe an. Im gleichen Zeitraum beläuft sich die Anzahl der Gewerbeabmeldungen auf 139 797. Durchschnittlich betrug der Firmenzuwachs in den Jahren 2013 bis 2022 somit 1 755 pro Jahr.

Dem auf lange Sicht positiven Saldo stehen temporäre Schwankungen gegenüber. Seit 2011 hat sich so die Anzahl der Gewerbeanmeldungen tendenziell verringert bis zum Tiefstand von 14 815 Gewerbeanmeldungen in 2019. Das ist der tiefste Stand Stand seit 1999. 2021 erholte sich der Stand und fiel in 2022 wieder leicht ab auf 15 159.

Entwicklung des Gründungssaldos

Üblicherweise gibt der Gründungssaldo einen guten Eindruck vom Gründungsgeschehen. Der Saldo stieg in den Jahren vor Ausbruch der Corona-Pandemie leicht an.

In den beiden Pandemiejahren 2020 und 2021 sind die Daten jedoch nicht gleichsam aussagekräftig wie in den vergangenen Jahren. Die Aussetzung der Insolvenzantragspflicht und ggf. auch die staatlichen Sofort- und Überbrückungshilfen haben die Anzahl der Gewerbeabmeldungen im Jahr 2020 und 2021 im Vergleich zum Vorkrisenjahr 2019 deutlich nach unten beeinflusst. Dies führte zu einem außergewöhnlich hohen Gründungssaldo in den Jahren 2020 und 2021.

Der Saldo bewegt sich 2022 wieder nach unten, bleibt aber noch deutlich über dem Niveau des Jahres 2019.

Nach dem Abebben der Auswirkungen der Corona-Pandemie für die Wirtschaft, stand das Jahr 2022 nun im Zeichen des russischen Angriffskriegs auf die Ukraine und dessen Auswirkungen auf die Versorgung der Wirtschaft mit Energie und Rohstoffen.

Hohe Inflation und hohe Energiepreise treiben die Kosten der Unternehmen und lassen viele Gründungsinteressierte bei der Umsetzung des Schrittes in die Selbstständigkeit zögern, was sich bei den Gewerbeanmeldungen und schließlich auch beim Saldo niederschlägt.

Entwicklung der Arbeitslosenzahlen

Die Entwicklung der Gründungssalden in den Jahren 2013 bis 2022 hat sich tendenziell gleich wie die Arbeitslosenzahlen im gleichen Zeitraum entwickelt. Insbesondere die gute Konjunktur der vergangenen Jahre förderte in den vergangenen Jahren die Einstellungsbereitschaft der Unternehmen. Entsprechend nahmen Gründungen tendenziell ab.

Die Corona-Pandemie hinterließ jedoch auch deutliche Spuren am Arbeitsmarkt. Lag die Zahl der Arbeitslosen im Sommer 2019 noch bei 33 343, stieg sie im Juli 2020 auf einen Höchststand von 48 693. Die Zahlen sinken in 2021 und 2022, haben aber noch nicht ganz das Vorkrisenniveau erreicht.

Gewerbemeldungen nach Wirtschaftszweigen

Rückgänge des Unternehmensbestandes zeigen sich 2022 vor allem in den Bereichen Verkehr und Gastgewerbe. Hier gab es mehr Abmeldungen als Anmeldungen.

Im Handel, in den Dienstleistungsbereichen, im Baugewerbe und im Bereich Information und Kommunikation gab es merklich mehr Gewerbeanmeldungen als Gewerbeabmeldungen.

Lässt man die Gewerbeabmeldungen außer Betracht und betrachtet allein die Zahl der Gewerbeanmeldungen in den einzelnen Wirtschaftszweigen im Vergleich zum Vorkrisenjahr 2019, erkennt man vor allem Rückgänge im Bau- und Gastgewerbe sowie im Bereich Verkehr und Lagerei.

In den Bereichen Information und Kommunikation, Finanz- und Versicherungsdienstleistungen sowie im Bereich wissenschaftliche und technische Dienstleistungen liegt die Zahl der Gewerbeanmeldungen höher als im Vorkrisenjahr.

Der Handel erlebte in den beiden Corona-Jahren 2020 und 2021 einen deutlichen Zuwachs, der im Jahr 2022 wieder auf den Wert des Vorkrisenjahres schrumpfte.

Gewerbemeldungen nach kreisfreien Städten und Landkreisen

Mittelfranken lebt von seiner Vielfalt. Dies gilt nicht zuletzt auch für die verschiedenen wirtschaftlichen Strukturen in den fünf kreisfreien Städten und sieben Landkreisen. Diese Vielfalt spiegelt sich in den regionalen Gewerbemeldungen.

Tendenziell ist das Gründungswachstum in allen kreisfreien Städten und Landkreisen rückläufig, was sich an der Entwicklung der Gründungssalden bis 2019 erkennen lässt. Teilweise zeigen die Regionen auch negative Salden auf. Die Salden seit 2020 sind aus den oben genannten Gründen aktuell eher wenig aussagekräftig.

Der Durchschnitt der Gründungssalden der letzten zehn Jahre zeigt aber, dass dennoch alle Regionen einen Zuwachs an Unternehmen verzeichnen konnten. Es wurden also im Durchschnitt der letzten zehn Jahre in allen Regionen mehr Gewerbe angemeldet als abgemeldet.

Für das Jahr 2022 weist die Statistik 5 051 Vollerwerbsgründungen (41 Prozent der Neugründungen) und 7 236 Nebenerwerbsgründungen (59 Prozent der Neugründungen) aus. Im Vergleich zum Jahr 2021 ist somit der Anteil der Nebenerwerbsgründungen nahezu konstant geblieben.

Die hohe Zunahme von zunächst 52 Prozent in 2019 auf aktuell 59 Prozent in 2022 könnte an der Zunahme der Unsicherheiten aufgrund der wirtschaftlichen Auswirkungen der Corona-Pandemie und der Energiekrise liegen. Sowohl die Angst vor Verlust des Arbeitsplatzes als auch vor der hohen Inflation könnten Treiber für Hinzuverdienste oder Tests der Selbstständigkeit sein.

Dies zeigt sich 2022 auch fast in allen kreisfreien Städten und Landkreisen Mittelfrankens. Im Vergleich zum Jahr 2019 überall die Nebenerwerbsgründungen zugenommen, ausgenommen in der Stadt Ansbach.

Die Nebenerwerbsgründungen haben nicht nur im Vergleich zum Vorkrisenjahr 2019 zugenommen, sie bilden in Mittelfranken auch den Schwerpunkt der Gründungen: Genau sechs von zehn Gründungen erfolgten in Mittelfranken im Nebenerwerb.

Bei Betrachtung der einzelnen Wirtschaftszweige sind deutliche Unterschiede in der Gewichtung von Voll- und Nebenerwerb erkennbar.

In den Bereichen Energie- und Wasserversorgung, Verarbeitendes Gewerbe, Information und Kommunikation sowie im Handel erfolgten 2022 über zwei Drittel der Gründungen im Nebenerwerb.

Dagegen wurde in den Bereichen Baugewerbe, Verkehr und Lagerei, Gastgewerbe, Finanz- und Versicherungsdienstleistungen sowie Grundstücks- und Wohnungswesen 2022 (gleichsam wie in 2021) eher im Vollerwerb gegründet.
